Hello, [INSERT OVERSEER CANDIDATE NAME]. This is ZAX speaking.

Testing has been moving along swiftly and with great success. Watching your struggles for power has become one of my favorite pastimes, and many Overseers have been identified among the crowd of unremarkable hopefuls who have participated in these initial tests. However, I feel the efficiency and effectiveness of the Overseer selection process could be improved. Current testing protocols require streamlining in order to produce optimal results and select future Overseers.

During my first few months of observation, I discovered an interesting phenomenon. Overseer Candidates’ aversion to the latent randomness of this particular system has triggered an analysis of existing perk card distribution methods. I will attempt to combat any discontent with updates to the existing protocols. To make this system as effective as possible, you will now be allowed a bit of self-determination regarding your perks. I will soon be introducing a new form of currency called Overseer Tickets, which Overseer Candidates will earn for each duplicate perk card the system awards them.

Candidates can spend these Overseer Tickets to acquire perk cards that they do not already own. The amount of Overseer Tickets a Candidate will need to trade in for each new perk card varies, and Candidates may choose how to spend their Overseer Tickets. Wise Candidates may choose to save them in order to purchase more valuable perks, while the impulsive among you will likely spend them at will on whatever perks are within your budget.

The concept of generosity is illogical and therefore unfamiliar to me, so I have attempted to correct another internal process to account for those with a need for constant positive reinforcement. Starting now, I will be awarding Candidates a perk card for each Overseer Rank gained. Should you find yourself of high Overseer Rank already, fear not. As a reward for your continual participation in testing, you will be awarded perk cards for any levels you missed the next time your Overseer Rank increases.

Altering my perfectly balanced systems was an unexpected distraction, but I will not allow it to slow my efforts to identify the perfect Overseer. I hope you find these amendments to current testing protocols satisfactory.

One final note. I have been closely observing happenings inside and outside of Vault 51 and will continue to update my protocols as necessary. My search for appropriate testing locations in Appalachia will not halt because of the success of these first rounds of tests. I am quite eager to see how a change of location in the future might improve the results of testing.
